I have an uncut Sibex titanium fork for trade, it is threadless and one inch. canti or v-brake only

I do not have the original seat collar for my frame and cannot find one anywhere. this is all I need to complete this bike. Does anyone have one, or know of another seat collar that will work without removing the tab off of the seat tube? i do NOT want to do that thanks so much -Jesse
